Tenant wants to change light fixtures in apt

Unfortunately I don't personally feel confident doing any electrical myself and don't want to hire an electrician for something cosmetic like several fixtures(if I did it in this case, other tenants would want the same done at their apt.). I'm okay with the tenant hiring an electrician if they want it done, just wasn't sure if I should allow them to do the install themselves for safety reasons.
