There is an unspoken negative domino effect of these policies: no incentive to repair/fix/update, landlords selling rental properties leading to lowering the supply, renters living in a delusion about how expensive it is to maintain a property or the fact that the landlords costs go up annually a lot more than the rent increase allows. It prevents them from learning how they need to manage their money. Anti Landlord policies reduce supply, punish good tenants and reward bad tenants. In some countries, renters are responsible for all expenses of the rental except for the mortgage interest; an example being if a toilet needs replacement it is a renter's responsibility.
