Tenant in small 4 unit building has an old car and wants to use block heater so needs to use exterior plugs. I have concerns about safety of keeping car plugged in all night. Also, using exterior plugs would incur extra electricity cost on landlord as landlord pays electricity for common areas (tenant currently only pays for electricity for his apt. use only) and not sure how to charge tenant for use of electricity as we have no idea for how many hours car will be plugged in etc. Thoughts?
He has every right to do so.

I would go to a licensed mechanic to ensure it's safe to protect the tenants.
